No. Tapping the tag opens a web page in their browser. It works on every iPhone from XS and nearly every Android. Older phones can scan the printed QR code.
Guests are anonymous by default and there are no tracking cookies, so no cookie banner. A loyalty card is a random code stored on their phone, email is optional, and offers need an explicit tick and always carry an unsubscribe link. Data is stored in the EU, the data processing agreement is included, and guests can delete their own card with one tap.
Asking is fine. Filtering is not. Google doesn't allow showing the review button only to happy guests, so every guest sees the review button and the private feedback option equally.
If they saved their card with an email, it can be found again. Otherwise the card stays with that phone, just like a paper card stays in a wallet.
